You have to be a damn good team to throw 4 super bowls and not have the feds investigating
Whoever these "experts" are, they need to have their heads examined. "Great" teams are defined by deeds. Do you think finishing 2nd makes you "great?" So, what does that make the teams who beat you? Greater?
In Denver, for years, we were the perennial bridesmaid of the NFL. We went to lots of superbowls and lost. Only when we won two in a row did anyone consider us as even possibly "good." And somebody is characterizing a 2nd place team as what? Best of all time? Get the ...outa here!
It'd be hard to find a team during that period of time that had better talent in all its skill positions, possibly save for quarterback (an argument can be made for Dan Marino being of some ability at that position).
