I don't think the Govt's do care. But I think the example of pulling out troops out of a war just because a hostage is taken is a bad one. You can't expect any country with balls to pull out of every war just because someone took a hostage. But no governments don't care enough, none of them. They're all gonna laugh at you.

Probably not, but your premise is wrong. Negotiating with kidnappers is a great way to get them to kidnap more people in the future. Not a complicated concept really, when a tactic works people tend to repeat it, when it fails they stop. Not giving in to terrorist demands will cause more deaths in the present, but save far more lives in the future.
