I guess if it is highly unethical, put people's lives at risk, but technically not a crime or the person gets off on a technicality then they can still work in the administration.

I guess you can waffle on outing CIA agents and the likely treason involved.

Older stuff:

Opposed 9/11 commission, then supported it.

Opposed creation of Homeland Security department then supported it.

In the 2000 campaign opposed nation building, and now......

Campaign Finance Reform

President Bush was initially against the McCain-Feingold campaign finance reform bill. He opposed any soft-money limits on individuals to national parties.

But Mr. Bush later signed McCain-Feingold into law.
