The US House of Representatives passed a bill bill that offered abandoned military bases to private industry to build oil refineries and offered federal insurance to refiners ensnared in litigation or "regulatory snags" passed by a razor-thin margin in the House on October 7, 2005 by 212-210.

Democrats chanted "shame, shame, shame" as the final tally was announced.

Democratic House leader Nancy Pelosi said (credit rawstory.com): "What you saw on the House floor this afternoon was a shameless display of the Republican culture of corruption, as it exists in the House of Representatives. It demonstrated once again that the Republican majority will go to any length to satisfy the greed of the energy companies over meeting the needs of the American people.

"A vote that was supposed to take five minutes took more than nine times that long because the indicted Republican leader of the House of Representatives needed extra time to twist the arms necessary to pass a bill that is against the interests of the American people, against consumers, against taxpayers, and against the environment.

"The fact that the Republicans are handmaidens of the special interests is nothing new. The fact that they would shamelessly display their servitude should come as no surprise. But today's extortion is an especially shameful display - a sad day for democracy. The people spoke and the vote was clearly against this bill."

Was it a good idea to give away abandoned military bases to those POOR, POOR, energy/oil companies?

Not sure, but they get this in the deal:
1. The bill stifles legitimate lawsuits against refinery projects and will in some cases override state or local objections if a refinery is located on federal land.
2. A community or citizens group will have to pay an oil company's legal costs whether they won or lost a lawsuit challenging a refinery. DEMOCRACY AT WORK.
3. It limits the number of gasoline blends that refiners have to produce to six. This will impair the ability of states and cities to meet federal air quality requirements. (uhm isn't this odd?)
4. It includes not just old military bases but other federal lands as well.

We need more refineries, and if you want to avod 6 bucks a gallon gas, you're going to have to sacrifice a snail darter or Tennessee bull-nosed snail now and again to achieve it. I know, it's a huge sacrifice, but so is 4 bucks a gallon for gas. You choose...

Of course it is great. How else should a cash-strapped government transfer land to an industry making record profits every quarter. We do need more refinaries, but then again, we also need more schools, courts, jails, etc.
