If YOU had spent the last six weeks homeless, having to deal with looters shooting at you and trying to loot your house while you sleep in temporary shared accomodation with other angry policeman, YOU might want to take it out on someone too.

Or maybe its the fact that hes black and the police were taking out their frustration at the way the media covered up the racial elements involved in the criminal aftermath of Katrina?

This could well be a perfect example of political correctness ( i.e "positive racism") leading to ACTUAL racism, a theory I strongly believe in.

Im not justifying it in any way, but i ask you to accept the idea thta perhaps it could have been prevented with a little more honesty and decency?

Police aren't supposed to "take it out" on someone no matter what the stress is. That is what they train for: a professional response to stressful situations.

Back in the Day (meaning WAY before most of you in here were born), the NOPD was a hot bed of corruption, because they were paid ridiculously small salaries. A starting patrol officer could expect to make no more than $19,000/year, so "going on the cuff" became almost de rigeur. It took a major initiative to start to iron that out. No doubt, there are still a few holdovers of that era, but I think/hope that there are good cops in that great city. The recent beating you allude to, IMO, is nothing more than the summit of a few weeks' worth of pent-up rage and frustration.

Short answer: yes. Long answer: absolutely.

Lousianna is the most corrupt state in the union. And new orleans in the most corrupt city in LA. There are a few redeeming qualities about that city, none about the government.
