Should truth- in- labeling laws apply to the names of legislation?

Look at the completely counter- intuitive and Orwellian- like laws that we have gotten over the past 5 years:

* The 'Clean Water Act,' which removed restrictions from polluters and eased water quality standards

* The 'American Jobs Creation Act,' which created no jobs but did cut taxes for the wealthy

* The 'Clean Air Act,' which allowed so much more pollution from utilities that several states banded together to sue the Federal Government

* the 'Healthy Forests Restoration Act,' which actually enabled the gutting of our forests by logging companies

* the 'Medicare Prescription Drug Improvement and Modernization Act,' which set about gutting the Medicare program

Why is such legislation allowed to sport names that are completely opposite to the actual purpose/ results?

Should legislation be subject to Truth in Advertising laws and, if so, what should be the punishment for infractions?

No: Allow laws to continue to be falsely named
Yes: And after a set period, failure to live up to name means the law is automatically repealed
Yes: And if the results are opposite, the legislator introducing the measure should be jailed
