WHY DID BUSH ASK FOR A LINE-ITEM VETO IN THE STATE OF THE UNION ADDRESS?

The line-item veto was deemed unconstitutional a decade ago -- too much power given to the Executive Branch at the expense of the Legislative Branch.

My roommate and I were both watching the State of the Union and were puzzled by him asking for that -- it seems to have come out of nowhere, especially since he hasn't vetoed a single piece of legislation yet.

Why would he ask for it?

A greater presidential power grab.
He fears the Dems will take over Congress and wants to maintain ultimate power.
