Bush has asserted that the congressional authorization after Sept. 11, 2001 gave him the power to ignore U.S. law and to instigate such progams as domestic spying on American citizens without warrants.

But, if that is true, then why do we need the so-called Patriot Act?

Doesn't the same power extend to everything the Patriot Act legislates?

Because Bush doesn't have the legal authority and he broke the law
