Most of those are plain ridiculous but there is Nothing wrong with spending more on Education, I wish it said 1,000% increase.

I think the point was that the increase was in the DOE bureaucracy, rather than on actual education. They probably needed more bureaucrats to administer No Child Left Behind and to write intelligent design curriculum.
