Even though some of that spending may 'look good' on paper most of the funding has trickled into the wrong hands all the way down the fiscal ladder.

Lee Raymond, the Chairman of Exxon Mobil, got at least $398 million dollars in his retirement package.
I don't this would have happened without a little help from the Commander in Chimp. 
but, people will still support this idiot. amazing.
Most of those are plain ridiculous but there is Nothing wrong with spending more on Education, I wish it said 1,000% increase.

I think the point was that the increase was in the DOE bureaucracy, rather than on actual education. They probably needed more bureaucrats to administer No Child Left Behind and to write intelligent design curriculum.
