It seems like any ballots that haven't been commented on for five or six days are pretty much forgotten except for the most provocative ones. Even if a ballot is routinely voted on for months after, it seems like no one hardly ever comments.

Why do you think that is?

People like to browse and unfortunately lots of spam ballots obscure the good ones, so it becomes a chore to find a good one to comment on.

It's because people know that no one looks at old ballots so they dont bother commenting or voting on them for that matter.

^that's what it is, no one not even the ballot maker in most cases bother to check those ballots that have left the first page, I figure why comment on something that very few if anyone will bother to read.

what the hell does new user vs old user have to do with whether or not someone's opinion is valid?

When a user comments on a ballot, that shows up in the recenet ballots list, so that might engender some interest in it. LCD might do this--pick out one or two really old ballots each month for the users to vote on--for auld lang syne.
