Medium sized waterways provide a cheap, easy, reliable transit route for drug runners (as well as those individuals who trafick in other illegal activities). They are almost always sparsely populated and unregulated by law enforcement agencies. In addition to this, they often bridge multiple state borders without impediment.

Recently a large marajuana patch nearly four acres in size was raided by my local sheriffs department. The only reason it was discovered was the river had become increasingly dry due to the widespread drought in the region over the past two years and the river proved to be an inadequate water supply for the marajuana plants. The local rural water route had been tapped into and nearly 40% of the water it provided to my community was being illegally siphoned off to irrigate the weed patch. It comprised 3.8 acres of marajuana plants measuring twelve to fifteen feet in height yielding nearly twenty one tons.

The river drug running route was discovered by accident when a twenty foot fishing boat arrived to pick up marajuana bails (some of which had already been prepared) while the police were present.

And all of this happened only three miles down river from my house! If only I had known... ;-)

Two state representitives from my district have proposed legislation to create a law enforcement agency whose primary purpose will be to patrol the waterways of Kansas.

That's the river outside of my house where the whole incident took place (the Arkansas River, just north of the OK/KS border).

some may, some may not. Where there's a legitimate need, eventually the people will fill it. Sometimes folks are reactionary though, perceiving a "need" where there is no need. Interesting question. Not sure how to answer.
