Well, I suppose on how harsh it is. I laughed at this joke: "The East Indian guy, the Canadian guy, the black guy were all asked to throw something overboard that they didn't want in their country. The black guy threw drugs over. The East Indian guy threw curry over. The Canadian guy threw the East Indian guy over."

One thing is certain: Superiority humor (putting down groups, individuals, sexes, races, etc) is indicative of low moral development.

The healthier jokes are incongruity humor (it depends on surprise, juxtaposition of things, or other plot devices for laughs.

If you are running around putting people down with jokes, or laughing at them, there is a good chance you need to have your brain washed.

It obviously depends on intent. I've told and laughed at many racist jokes. It's not that the joke is racist in and of itself that makes it funny -- it's the way the joke is framed. It's the element of surprise.

Does laughing at a racist joke necessarily have to mean that you think that your race is superior to another? Nope, therefore it doesn't make you a racist.
