An amendment added to the pro-illegal alien, anti-US bill just passed by congress would require just that:

(b) CONSULTATION REQUIREMENT.--Consultations between United States and Mexican authorities at the federal, state, and local levels concerning the construction of additional fencing and related border security structures along the United States-Mexico border shall be undertaken prior to commencing any new construction, in order to solicit the views of affected communities, lessen tensions and foster greater understanding and stronger cooperation on this and other important issues of mutual concern.

^ it would seem that any intentional act by our government to cede vital national security concerns over to a foreign power is an act of treason. But I doubt they'll be organizing a firing squad any time soon, treason seems to be more acceptable today than at any other time in history.

I guess it's time to just sit back and let those traitors in washington sell off little bits of our soveriegnty to foriegn powers until there is nothing left.

Unlike a house in a homeowner's association area, the US does not need 'permission' from neighbors in order to put up a fence.

That being said, only a government that couldn't even spell 'Diplomacy' would consider just doing such a unilateral action without serious discussion and, if possible, interaction.
