It was a moral policy, and especially appropriate while France was active in its Pacific Nuclear Testing.
What on earth would New Zealand gain by allowing France and the U.S. to bring nukes into its territory?
I took part in the marches against Nuclear Power in Auckland during the early 1980's, even though an Australian, not a Kiwi. I wish our Government had the balls and the moral fortitude to do the same, New Zealand suffered some setbacks for their actions, especially to do with trade from the US, and was expelled from ANZUS, a move initiated by the US, not unexpected by NZ but they went ahead with policies they believed then, and now, to be right and refuse to be brow beaten by the world's jackbooted bully boys. Onya NZ
They have every right to do so and it's a harmless fetish they have. A little silly and based mostly on superstition, but harmless. The US navy can dock (and spend millions) elsewhere. Now, if it were a time of war and they refused to allow in a damaged ship because they're scared of the black magic going on in it's reactors and that caused a loss of american life, that'd be a different story.
If I were to pick anywhere on earth to live other than the UK, I would pick New Zealand a truly beautiful country. No nukes is a bonus.
