I can't find anything on Smacky the Frog when I google it. Was he a real fire mascot or just something made up by Mitch Hedberg?

dude, smacky the frog isn't real. Mitch made him up...lol. THere's only one fire prevention representattive. THe Brits don't need it cuz only americans are dumb enough to not know some shyt that is really just common sense. Don't set the woods on fire...uh were gonna need a slokesbear for this one...I still voted for smacky though! ;-)
