Probably 'cause most of 'em are in Iraq aren't they? Weren't National Guardsmen even called for Iraq duty? So I guess it shouldn't be too much of a surprise that it's slow.

No, there's still plenty of National Guard reservists here in the US.
Mystical, it takes them a while to transport all of the equipment, shelter, food, etc...there. Plus they have to organize supply lines and everything else. It's not as easy as it sounds.
of course it takes time (.. ) I just wish they'd thought of this crazy "border watching" a couple decades ago
