The twelve stars have always been fixed and has never been attributed to the number of states in the European Union. Twelve are fixed into a circle because it is supposed to symbolise a clock- and thus represent Europe's rich history.
Currently the EU has 25 member states- so it doesn't have anything to do with the number it has now. There were originally 6 members, so it has nothing to do with founding members either.
At least it's not just another flag with 3 solid-colored stripes.

Yes of course cause the EU has nothing better to do than copy the old American flag.
I hate the E.U flag anyway, especially when its flown in a manner which gives presedence over the Union flag.

It's what they wanted and agreed upon as their choice. Back in the day, I'm sure that some countries in Europe looked at a flag with thirteen red-and-white stripes with a blue field with thirteen stars in a ring and went, "WTF?" Well, in far more languages...
As long as I don't see people wearing EU flag themed clothing then I'm fine with it.
have to start somewhe...Americans Flag is the same colour as the UK flag..as thats where America was basically formed from..in whole..blue white and red..simple..and Australia has the whole red white and blue with stars in its flag. Hey Euorp is Alot older than the US..a hell of laot older.. So lets see.
brit_airborne did you notice that it is also same color as the french flag? It is only because those color dys were around at that time period in that region of the world. Blue from indigo plant, not sure about red but white is just natural.
^ red, white and blue are popular because they are supposed to represent freedom, equality and fraternity. That's why the major Western democracies at the time(Britain, USA, France and Holland) adopted them.

You were implying that the stars of the EU flag represent members just as the thirteen colony US flag represented members. Such a link is not true- the stars on the EU flag do not represent members at all.
'They forgot the Star of David' - Speaking of religion, a circle of twelve yellow stars is a symbol of the Virgin Mary, and thus some say that there is also a subtext symbol of Christianity. The designer of the flag was qutie religious, but any association with it being a Christian symbol may be accidental, it was not made clear by him.
