Bush has alreay been reelect by so why would he declare martial law?What would he gain?
That would be over-reach, even for him.
Although some local event may provide a localized excuse.

Corrupt he’d gain even more power and he’d be able to take away your constitution.
Maybe even run for the rest of his life instead of just 8 years. Scary thought huh?
