I think they would. The theory of MAD (Mutually Assured Destruction) or the pax-atomica theory are flawed.
Their leader is crazy enough that I wouldn't take this as an idle threat. Although he should consider that if he does follow through, there will no longer be a North Korea.
I suppose that there are people out there who are just stupid enough not to fear the possibility of having their worlds end in a flash of light and enough heat to melt diamonds. For their sakes, I hope that the DPRK isn't among that number.
I believe that most of their actions are posturing. However, if they felt they were in danger of being invaded, I believe they would use a nuclear option.
Let me introduce you to the Island of South Korea...
No because if there were serious they would have proved it by now. At first everyone thought they were but then they got the missiles to do so and never did anything. They only want to feel stronger. The same thing Russia did during the cold war with the Cuban nuclear missile crisis. They were only hoping that the U.S would back down from this. North Korea knows the U.S has enough nukes to take the country off the map and will do so if any nuclear bombs were to ever hit the U.S.

IF they launched something.. (possible,given their paranoia and internal need to maintain such) WOULD their lifting device work? And if it worked long enough to achieve destination, would the detonation device work? And if the det.device worked, would the nuke work? I fear they are All Bluster, BS-ing themselves around the big boys' world, in desperation, absolute desperation.
