Non-state organizations that use tactics such as the deliberate targeting of civilians or non-combatants. This targeting is to the exclusion of military targets. The French resistance in World War 2 was not terrorism. The actions of the resistance were design to disrupt the enemy (the occupying army), not civilians. Hence, car bombs blowing up in a market place in Baghdad would be terrorism as these actions have zero legitimate military aims. They aren't collateral damage. Targeting Iraqi troops, weapons depots and having other casualties as a result would not be as these could be viewed as attempts to achieve legitimate military objectives.

Terrorism also consists of acts carried out in a dramatic way to attract publicity and create an atmosphere of alarm and fear that goes far beyond the actual victims.

by the definition you are trying to set, if israeli copters launch missile inside palestine to kill a hamas leader (which is a majority government party in Palestine by the way) and consequently kill 10 kids playing on the sidewalk, it's not terrorism.

At the end of the day civilization will win out over the terrorist.Once the muslim world rejects terrorism as a legitmate means of protest or resistance then radical Islam with fall.

You asked for a definition. I looked up several definitions on websites dealing with counter-terrorism. This is what I came up with.
